Tactran Appoints New Partnership Director

The Tayside & Central Scotland Transport Partnership (Tactran) has appointed a new Partnership Director, Dr Tom Flanagan, currently interim Head of Economic Development at Perth & Kinross Council, will take up the position from 1 July 2018, succeeding the current Director, Eric Guthrie, who is retiring on 30 June 2018.

Announcing the appointment, Tactran Chair, Councillor Brian Gordon said "I am delighted to welcome Tom Flanagan as the new Director of Tactran.  Tom is a highly qualified transport professional with significant experience working at chief officer lever in a number of local authorities in the field of transportation and economic regeneration.  He brings a wealth of relevant knowledge and experience which will ensure that the Partnership continues to develop and deliver on its statutory role and duties moving forward."

Councillor Gordon added "I would also like to take this opportunity to thank our retiring Director, Eric Guthrie for all his hard work and dedicated contribution to establishing and developing Tactran since his appointment in 2006, and to offer Eric our best wishes for a long and well deserved retirement."

An exciting opportunity has arisen for the post of Partnership Director for Tactran. The Tactran region lies at the heart of Scotland’s strategic transport network, comprising the local authority areas of Angus, Dundee City, Perth & Kinross and Stirling.  Covering 3 of Scotland’s 7 cities, numerous smaller towns and villages, and a significant lowland and highland rural catchment which includes parts of the Cairngorms and the Loch Lomonds & the Trossachs National Parks, the region, its transport and connectivity and associated economic, social and environmental needs and challenges, are extremely varied and diverse.

You will be responsible for leading and managing the delivery and continuing development of Tactran’s Regional Transport Strategy, and for ensuring fulfilment of the Partnership’s wider statutory public sector body duties in relation to Community Planning, Development Planning, Climate Change and Equalities.

Reporting to the Partnership Board and operating as the Partnership’s Chief Officer providing strategic and operational leadership and management, you will be expected to work collaboratively to ensure effective joint working with numerous public and private sector partners.  You should demonstrate excellent political awareness and strong written and verbal communication skills.

Leading a team of transport planning professionals you will be highly experienced and have the motivation to support and lead the organisation through a period of considerable change and opportunity, which includes a comprehensive review of Scotland’s National Transport Strategy and land-use planning framework, emerging City Deals and developments in the organisation and delivery of Community Planning.

You will have a relevant degree level qualification and membership of a relevant professional body.  As part of our recruitment process, Tactran carries out rigorous checks on the right to work in the UK, qualifications and employment history, including references and fitness to undertake the post.

Tactran Appoints New Chairperson and Deputy Chairpersons

At its meeting on 13th June 2017 the Tayside & Central Scotland Transport Partnership appointed Councillor Brian Gordon (Dundee City Council) as its new Chair.  Councillor Gordon has been a member of the Partnership Board since June 2007.  The Partnership also appointed Councillor Evelyn Tweed (Stirling Council) and Ms Trudi Craggs (non-Councillor member) as Deputy Chairpersons.  In making these appointments the Partnership also extended its sincere thanks to Councillor Will Dawson, who had reached his maximum permitted term as Chairperson, for his highly effective and inclusive Chairmanship of the Partnership since June 2009, and to Mr Doug Fleming for his significant contribution as Deputy Chairperson from 2012 - 2017.

Tactran's exemplary Travel Planning website goes National

Travelknowhow, the online toolkit supporting development and implementation of workplace travel plans is today being launched as a national resource.  Travelknowhow was originally development by the Tayside & Central Transport Partnership (Tactran) and Shona Drummond Marketing to encourage and support public and private sector employers in Tayside and Central Scotland in meeting the Low carbon Scotland objective to increase employers adoption of workplace Travel Plans.  Originally a regional resource, funding from Transport Scotland and working with Scotland's 6 other Regional Transport Partnerships, has made it possible for the unique online resource is now available to support organisations across Scotland.

Tactran welcomes Rail Enhancement Announcement

Welcoming today's announcement of planned enhancements to rail services by the Minister for Transport and Islands, Partnership Chair, Councillor Will Dawson said "Tactran warmly welcomes the Minister's announcement today.  Our officers have been working hard over a number of years in partnership with Transport Scotland and the rail industry to develop and implement our Regional Tay Estuary Strategy (TERS) proposals.  Major improvements delivered to date through TERS have included more frequent train services between Glasgow and Arbroath with significant passenger growth at stations like Gleneagles, Broughty Ferry and Monifieth, and a major upgrading of Gleneagles Station.  The Partnership wrote to the Minister last year, calling for diesel trains which will become surplus after completion of the Edinburgh - Glasgow rail electrification project to be retained in Scotland to support aspirations for development of the national rail network, included our own TERS proposals.  I am delighted that today's announcement confirms Scottish Government agreement to this.  Tactran will continue to work in close partnership with Transport Scotland, ScotRail and other Regional Transport Partnerships over the coming months to help bring the improvements announced by the Minister today, and which support our regional aspirations for enhanced rail services and connectivity, to fruition."
